Sorry to hear you are running into this issue. Typically downloading the new Pulse installer and running it twice will recover broken Pulse Explorer installations. You can also use --repair on the installer to force a clean install.

Runnig Pulse 3 32-bit on Java 32-bit (on Win 7 64-bit).
