I have just dowloaded MyE blue and was getting ready to start the setup/configuation.

I think there's a little bit of confusion here. The profile creation menu is part of WebSphere 6.1, not part of MyEclipse Blue. What the tutorial walks you through is how to create a WebSphere profile for use with MyEclipse. So, as a prerequisite you need a development version of WebSphere 6.1 or 7.0 installed and configured.
