Sorry you’re seeing this. We’ve been able to replicate it and are investigating.
In the meantime, the only realistic workaround is to install everything* by removing software.preset.additional and setting software.preset to all.
It’s also possible to set software.preset to none, though this will then require manual customization after install, to add components, which probably defeats the object of an unattended installation!
Hopefully, we’ll have something more for you soon.
*Note that three features are not installed by default, including the IE Debugger, which was on your list.
