I right clicked on web.xml in a new small project, and the IDE has been in 90% cpu usage on my i7 quad processor for a long time and the IDE is not responding.
Before this, I updated to the latest version of IDE.
How to fix it and why is this a recurring problem? XML high CPU usage problem has been around for as many years as I have I have using ME.
Please do not suggest reinstallation. I can temporary fix this by killing IDE and restating it. We need permanent fix.

Sorry that you are seeing this issue.
Can you please try increasing the memory settings in the myeclipse.ini file (it is located in the MyEclipse installation folder) and see how it works ? Try changing the -Xmx and -XX:MaxPermSize values.
If you are working with a large workspace or if you have installed third party plugins then you might need more memory. Please check this FAQ for more information.
If you are still seeing issues, then please give us more information :
1. Please share the MyEclipse Installation Details from MyEclipse > Installation Summary > Installation Details.
2. Are you on a very large workspace ? If you have heavy and unnecessary projects opened in your workspace, please close them. Please check if you see the issue with a new workspace.
3. You can use visualvm to profile MyEclipse, get a heap dump or a thread dump and see which threads are running
4. Please also send us the .log file which is located at <workspace dir>/.metadata/.log for further investigation.
