After you upgraded to version 3.8.3 did you start up eclipse with a -clean argument?

Just edit your shortcut to eclipse and add a -clean argument
Code:
c:\eclipse\eclipse.exe -clean ....

Then once it has been started with the clean argumen you can remove it for subsequent launches.

I just tried this suggestion, but it did not help. I still am missing the eclipse perspective and the app server deploy/start buttons. I am running on 3.1M3 and JDK5.0 is this supported?

Ahh, no Eclipse 3.1 is not supported at this time; please use Eclipse 3.0.1 for the time being.
