The features that I know that are being worked on at this time include:
1) much more flexible web project structure. EJB and enterprise projects are being updated with new flexibility but they may not be available until Dec.
2) New interactive JSP features.
3) There is are struts tools in the works but I can’t say when they will roll out.
4) UML is also being addressed now.
5) improved JSP edit performance

by web project structure you mean the layout of webapp elements in the eclipse project and/or filesystem ? can you give a specific use case for the improvement ?

1) Support 1+ user specified content folders
2) Support user specified WEB-INF folderJSP features are being shuffled so I can not say which are in/out of scope for 2.7/3.7. For example we hope to provide visual taglib support with DnD capability. This is not WYSIWYG yet but we are working in that direction quickly. We are also testing some new XML and early Struts features. All in all we have a ton of stuff on our plate and are working out how to deliver it in a balanced manageable manner.

We already have. There are feature polls in various spots on the site and the Feature Requests forum as well as this one are regularly checked for what features are most requested. If you’ve got specific ideas, please feel free to post them (and your own poll if you want to) to the Feature Requests forum. We all read them regularly and reflect on the suggestions.
