Can someone explain to me the point of having the next version of MyEclipse if it does not support the newest version of Eclipse??? I mean, if you went through the trouble of getting 3.8.4 to work with 3.1M6, why lock 4.0 to 3.0 Eclipse?

I would still knock three on a wooden board upwards from the bottom, before saying Eclipse has frozen the API. :-)

As far as I remember, there were some biting changes between 3.0RC? and 3.0 Final due to which you had to release a new version (or a quickfix?).

eclipse API freeze is joke - they change internal API and almost all plugins (original IBM plugins too) use internal plugins
version m6 was api freeze, too, but we get too amny changes
