What user permissions need to be given for myeclipse to function properly?

Certain classes that get compiled need to be put in a bin folder. Due to lack of Admin provileges, the files are not getting written and an empty folder exists. Users are running on Windows 7 and XP machines.

We prefer that users not be made Local Administrators. What level of permissions do they need so that the software is fully functional?
